### Do I need to install cert-manager before deploying the Intel FPGA admission webhook?

Yes. Install cert-manager, including its CRDs, before starting the webhook because it creates and manages the TLS certificates the webhook needs. Without it the webhook may not start or API calls can fail with certificate errors.
