Do I have to uninstall OpenDCT before upgrading it on Windows?

No, the Windows installer will do upgrades so it is unnecessary to uninstall before installing a new version. You still need to stop the service before upgrading. On Linux, install a Java runtime and use the package built for your distribution's architecture.

Where is opendct.properties on Linux?

In versions 0.4.17 and older it is located under /opt/opendct/conf/opendct.properties. Starting with 0.4.18 it is located under /etc/opendct/conf/opendct.properties.
